An Organization named Human Rights park was formed in 1992 and got government registration in the same year. It was initially formed to immortalize the memory of Mr. Prakash Kaphley-a prominent human rights activist fighting for freedom and political change during panchyat era. Aiming to construct park with his and others monument in its own land the park committee found a suitable land in Mulpani village Development committee ward no 7 in the eastern periphery of Kathmandu district.
